Using a white yarn, (I used Pound of Love I had leftover), Cut about 704 12-inch pieces of yarn (watch the video linked below to see how I cut this many pieces at once), with 5 mm hook and 4 pieces of yarn held together, attach tassels on the ends every 2 chains.
